Slovak National Observatory of Vocational Training (SNO) was established by the European Training Foundation (ETF) in Turin, in cooperation with the Ministry of Education and Ministry of Labour, Social Affairs and Family. Office of the SNO became operational from 1 August 1998 the Network and Dial-e as the host organization observatory. 

The SNO was to collect, analyze and disseminate information on vocational education in the Slovak Republic and confront them with the situation in the European Union and other countries seeking to join the EU. The process of integration of Slovakia into the EU structures Observatory expanded its activities also cooperate with the European Centre for the Development of Vocational Training (Cedefop).

After Slovakia joined the EU passed the SNO's full cooperation with Cedefop and became the national coordinator of the network Cedefop ReferNet in Slovakia. The network is to collect, process and disseminate information on developments in the field of vocational education in the EU, prepare documentation on the situation in research in member countries and to promote contacts between experts and key organizations. SNO further cooperation with Cedefop within the network TTnet.
